Federal Acquisition Regulations
Expanding your business into the federal marketplace can be lucrative, and provide numerous networking and growth opportunities. But winning a Federal contract also means complying with laws and regulations unique to those doing business with the government. Many new contractors, especially small businesses, are unprepared for the rules and regulations they must follow, which can lead to cost errors and potential legal problems.

The resources below will help you become familiar with the regulations that apply to most Federal contractors.

Procurement Regulations
The Federal Acquisition Regulation (FAR) is a substantial and complex set of rules governing the Federal Government's purchasing process. Its purpose is to ensure purchasing procedures are standard and consistent, and conducted in a fair and impartial manner.

You do not have to be a FAR expert to bid on and win a government contract. However, there are many costly pitfalls if you don't take the time to understand the provisions in your contract, which often reference areas of the FAR.

Government contracts are different from commercial contracts in many important ways. Federal contracts contain or reference many provisions unique to the government. These provisions include requirements for changing the scope of work, terminating contracts, making payments; and conducting inspection, testing, and acceptance of delivered goods and services.

If you are new to government contracting, consult the following resources to help familiarize yourself with the FAR provisions in a typical contract:

Defense Contracting Regulations : A Guide for Small Business, Small and Disadvantaged Business, and Women-Owned Business
Introduction to the basics of defense contracting for small businesses.
The FAR applies to all agencies in the Executive Branch. The Legislative and Judicial branches are not required to comply with the FAR, but tend to follow it in spirit and content. In addition, Executive Branch agencies issue supplemental regulations that include purchasing rules unique to these agencies. If you are plan to bid on a contract within a specific agency, contact SBA's Office of Government Contracting for assistance in understanding specific agency requirements.

Employment Regulations
Almost all Federal contractors are subject to specific employment and labor laws covering non-discrimination/affirmative action, veteran employment and wages.

The U.S. Department of Labor, Office of Federal Contract Compliance Programs (OFCCP) is responsible for ensuring that employers doing business with the federal government comply with the laws and regulations requiring nondiscrimination and affirmative action in employment.

The Vietnam Era Veterans' Readjustment Assistance Act of 1974 requires that Federal contractors report at least once annually the numbers of special disabled, Vietnam-era veterans, and other eligible veterans in their workforce by job category and hiring location and the total number of employees and the number of special disabled, Vietnam-era veterans, and other eligible veterans hired during the reporting period.

The U.S. Wage and Hour Division of the Department of Labor administers Federal laws covering wage standards for a vendor's employees working on government contracts.

The Drug-Free Workplace Act of 1988 requires some Federal contractors to agree that they will provide drug-free workplaces as a condition of receiving a contract or grant from a Federal agency. Visit the Drug-Free Workplace Advisor to learn more about these requirements and if they apply to your business.

More Information
Again, you do not need become or hire a contracting expert to do business with the government. But it is a good idea to at least understand the references to the FAR in your contract, so you can understand your specific obligations.

Subchapter D of the FAR includes the excruciating details of the application of certain labor, OSHA, environmental, and other socioeconomic regulations that apply to government contracts.

'If You Don't Mind, It Don't Matter'

TAMPA - While most of his neighbors slept, John Fletcher stood alone on his dimly lit cul-de-sac, staring into the darkness. He occasionally glanced at his watch while he waited for some sign of movement. Finally, a shadowy figured darted though the pools of light beamed onto the asphalt. A runner's pant and rubber soles pounding the road broke the silence. The face of a tired teenage boy soon came into focus and Fletcher knew it was time to jump into action. He shouted words of encouragement as the teen ran past him.
"Come on, Carter, you can do it!" he yelled. "Way to be here, way to push it out!" As the teenager whizzed by him and again slipped into the darkness, a smile grew across Fletcher's face. "That kid right there is what this is all about," he said. "That's what gets me up in the morning. These kids are my fresh air."
Fletcher is the force behind a group of workout warriors who take to the streets of New Tampa before dawn. They do dozens of pushups. They scale obstacle course pieces. They run miles before the sun rises. The former Navy SEAL leads high school students through rigorous workout routines that challenge their physical and mental limits. But this 43-year-old married father of two didn't set out to be the workout mentor to a bunch of high school kids.
'I Figured They Would Come Once'
Fletcher's day job is a financial adviser at Raymond James Financial. An exercise fanatic, stemming from his days in the military, Fletcher performed rigid workout routines through his Pebble Creek neighborhood to maintain his own runner's physique.
So when a couple of teens wanted to shape up SEAL-style five years ago, a neighbor suggested the boys contact Fletcher.
"When they asked if they could work out with me, I told them to show up at 5 a.m.," Fletcher said. "I figured they would come once and I would never see them again." Something else happened instead. The boys stuck with the program and told their friends. Then those friends told more friends. And what started with a couple of students turned into a pack of about 20 followers who still show up for predawn workouts four times a week. Jumping into Fletcher's workout program is no easy feat. Fletcher often asks his military buddies to help lead the workouts. The teens perform maneuvers like pushups with another student sitting on their back or while dangling from their feet.
While Fletcher offers encouragement, he often shows no mercy. Sometimes he runs beside them, barking commands like a drill instructor. He teaches teamwork through mental challenges. If one student lags in exercise, it often prolongs the rest of the crew's routine until all are up to speed.
Ryan Irwin was 13 when he became one of the original participants. Irwin said he didn't realize he was that out of shape. "I couldn't even run a mile," he said. "I puked at the bus stop the first day after our workouts." Five years later, the 18-year-old runs 5-kilometer races, dashes through a set of pushups and hurls through an obstacle course in record time. He graduated from Freedom High in May and wants to be a Navy SEAL. "I wanted to get fit because I want to defend my country," he said. Fletcher "doesn't just focus on the physical challenges. He has taught us to be mentally stronger. He is preparing us for the real world."

Motivating With A Message
Fletcher said he works with the kids to give back to his community. He recognizes that today's generation is in a health crisis, with a rising rate of obesity among teens and a cut in physical fitness education in schools. Many of the teens have aspirations of entering the military, with some already applying to the U.S. Military Academy at West Point, N.Y. But Fletcher accepts any student. And the only payment he requires is sweat. One of the group's newest members is Carter Hurst. The 16-year-old Freedom High student heard about the workout group from a friend. "I thought it would help me get in shape for wrestling," he said. "That first day was rough. It was a long day because I was sore all over." This past Columbus Day, Carter attended his first "monster mash." That's when Fletcher puts together an obstacle course that includes a half-mile run with a weighted rucksack, pull-ups, chin-ups and inchworm pushups. Carter told Fletcher he couldn't come because it was too early. But Fletcher, suspecting the teen was afraid of the challenge, persuaded him to attend. Fletcher has a saying with the kids: "Mind over matter. If you don't mind, it don't matter."
After only a couple of weeks with the group, Carter struggled to complete the inchworms, which require crawling across a basketball court while doing push-
ups. His exercise mates flew past him on the court that day.
The other teens returned to Fletcher's backyard to finish up their last tasks, and Carter was still not in sight. Fletcher waited alone under the crescent moon for the moment he knew would come. Carter emerged from the darkness. He was the slowest that day, but Fletcher didn't care. Carter was there and made it through his first "monster mash" and that's all that mattered. "I'm already seeing a difference," Carter said. "I'm stronger and faster. I just tell myself that I want to catch the person in front of me and I'm going to do it. That's why I do it. Loving kitty needs to be neutered


Fireball needs a new home now or to be neutered immediately. He is getting to be more aggressive than ever. Fantasy's bite wounds are infected again and Fireball is thinking with his package when he jumps her and Shadow, my mom's cat.

We cannot afford to do everything by ourselves.

Jordan offered to take Fireball, a really loving cat; however he has no job, no home of his own, can't feed himself let alone a cat and that is why we have Fireball in the first place. His last owner didn't feed him or care for him in any way.

It will take $100 to neuter, rabies shot, and license Fireball.

Fireball will only go to a home I approve of first. I worked too hard keeping him alive and caring for him.

Please let me know if you're interested in helping in any way.

Matt would take him if he were neutered and had a place of his own.

We are now out of options. I'm asking for help.

Costs to get ranch operational

After all costs of land, homes, plans, fencing, O course, Inventory, equipment, Security, hiring at least 2 people it comes to a little less that $1,125,000.00

Now I've made my spreadsheets and I have the companies who will be doing the work, I can now supply all documents supporting this to the bank to justify asking for start up costs and not all operating costs right up front.

Quite frankly I'm terrified I'll fail if I ask for total costs right up front!!

WARRIOR GAMES

Warrior Games to provide competition and fun for wounded veterans

This May will mark the first ever Warrior Games, a national multi-sport competition for Wounded Warriors. The Games will be held May 10-14 in Colorado Springs, CO. Two hundred men and women--both veterans and active duty service members, from all branches--will compete. Events are to include track and field, swimming, shooting and archery.
“What we have to do with our servicemembers is inspire them to reach for and achieve a rich and productive future, to defeat their illness or injury, whatever lies in the way, to maximize their abilities and know that they can have a rich and fulfilling life beyond what has happened to them in service to their nation,” Cheek said.

I will be stopping in from time to time and let you know what’s going on with the camp. Normally I don’t do this sort of thing. This camp is important to me. I don’t put my name on a lot of things.

This project is going to help a lot of people who have earned rest and appreciation. And their families as well.

Right now we have some pretty special things happening and we aim to make 2010 the year we really bring this thing off the ground. So stay tuned.

in woods, not to be seen until right up on them.

Homestead, 2 or 3 story complete with garage, library, game room, gym, jacuzzi,
pool, fireplaces.

Barns: 12-24 stalls

Round pens:

Security cameras, lasers, CCTV, guards...

Hire employees for working horse ranch and therapists to work with wounded in
our care.

designs, to make happen...ballpark figure to build, contractor willing to build
it....

..I've been working on my New Years Resolutions all weekend. Here are just a few of them.

Be approved for a small business loan.
Expand services and purchase land while building structures on land.
Hire employees.
Pay off all debt.
Work as a gov contractor and run my business to be profitable.
Attend events related to my business.
Give out free door prizes to clients.
Have a party.
Extend an offer of partnership to another non profit to use my land until theirs is complete.

Shadow goes swimming

Shadow started the new year right..with a dip in the pool...40ish degree water
temp, 18 yr old cat...swim, paddle, get out & run for warmth.

I bundled that baby up in a thick dry towel. I rubbed him as much as he would
let me. Then I tucked him in a nice warm room in a thick cover.
